Other States are Gombe, Yobe, Kebbi, Niger, FCT, Adamawa, Taraba, Plateau, Kwara, Oyo, Lagos, Ogun and Ondo.

States of Edo, Delta, Cross River, Bayelsa, Akwa Ibom, Benue, Enugu, Ebonyi, Anambra, Abia, Imo and Rivers are also not exempted.
